Who may qualify?

Broadband grant eligibility in Wales

These are the main checks to understand before you apply. Welsh Government makes the final eligibility decision.

Your premises must meet these checks

  • Be within Wales.
  • Be unable to achieve a minimum 30 Mbps download speed through any available provider.
  • Not have already received public funding from another UK public sector broadband intervention.
  • Not have received ABC funding within the previous 48 months.
  • Have a Unique Property Reference Number, usually called a UPRN.

The scheme can suit

  • Rural homes with slow fixed-line broadband.
  • Farms that need reliable internet for admin, CCTV, livestock monitoring and everyday operations.
  • Businesses that cannot work properly on poor broadband.
  • Community buildings, halls, charities and third sector premises.
  • Remote properties where satellite, wireless or mobile broadband is more practical.

A slow Wi-Fi signal inside the property is not the same as a slow incoming broadband service. Check available services and speeds first.

What can be funded?

What the broadband grant can and cannot cover

The grant is aimed at eligible equipment and installation costs needed to get the premises connected. It does not fund the ongoing monthly broadband subscription.

Examples of eligible items

  • Satellite receiver or dish equipment.
  • Wireless or mobile receiver equipment.
  • Router equipment where it forms part of the eligible broadband solution.
  • Fibre or copper cable used for the eligible connection.
  • Poles, brackets and mounting equipment.
  • Engineer or installer fees.
  • Site survey costs.

Examples of ineligible items

  • Monthly broadband subscription fees.
  • Cancellation fees from an old provider.
  • Internal boosters and mesh systems, including mesh routers.
  • TV or telephone equipment.
  • Computers, printers and general hardware.
  • Installation tools.

Your contribution

You pay anything outside the eligible grant allowance, plus subscriptions and optional extras. An award of up to £800 does not automatically mean every installation will be completely free.

How funding is paid

Funding is paid after installation. Claims are submitted with the required evidence and invoices. Confirm the payment arrangement before work proceeds.

The correct order matters

From checking your broadband to claiming the grant.

Follow the stages in order. The application and offer come before installation.

01

Check your current broadband

Check the speeds and providers available to the installation address and establish whether the premises may meet the below-30 Mbps criterion.

02

Choose a suitable solution

Consider Starlink, wireless, mobile broadband or another suitable technology and understand equipment, installation and monthly costs.

03

Apply through the ABC portal

Register or sign in using Sign On Cymru and submit the application yourself. A provider cannot make the application on your behalf.

04

Wait for and accept the offer

Read the official grant offer and accept it through the portal before instructing any installation work.

05

Install, test and claim

Complete the approved installation, carry out the required speed tests and submit the claim with the requested invoice evidence.

Broadband solutions that may work under ABC

The right connection depends on the property.

You choose the broadband solution and provider. The installed connection must meet the scheme requirements.

01 / SATELLITE

Starlink satellite broadband

A practical option for many remote Welsh homes, farms and businesses where fibre, copper, 4G or fixed wireless are poor or unavailable. We can advise on dish position, secure mounting and cable routing.

02 / WIRELESS

4G, 5G & fixed wireless

Mobile or fixed wireless broadband can work where there is suitable network coverage, a usable mast signal or a clear line of sight to a wireless provider.

03 / AROUND THE PROPERTY

Practical rural networking

Farms, yards and multi-building properties may also need cabling, access points or wireless bridges. These can be quoted separately where they fall outside the grant.

Grant-focused broadband help

How we help with Welsh broadband grant installations

We can help with the practical installation details, while keeping the official grant decision and application where they belong: with Welsh Government and the applicant.

What we can do

  • Discuss whether Starlink or another practical solution suits the property.
  • Advise on dish, receiver, wall, roof or pole mounting.
  • Plan tidy external cable routes and installation details.
  • Provide quotation and invoice information for your records.
  • Separate equipment and installation costs where required.
  • Install cleanly once the correct grant steps have been completed.

What we cannot do

  • Guarantee that Welsh Government will approve an application.
  • Submit the official ABC application on your behalf.
  • Turn work completed before the offer into an eligible retrospective installation.
  • Guarantee broadband speed at every property.
  • Include monthly subscription fees or unrelated extras within the grant.
Want us to check the practical installation route first? Tell us your postcode, property type and current broadband situation. We can explain the likely equipment and installation options before you commit.
Broadband grant FAQ

Access Broadband Cymru questions

Straightforward answers about the Welsh broadband grant, installation and rural internet.

How much is the Access Broadband Cymru grant?

The current guidance states up to £800 per premises, split as up to £550 for equipment and up to £250 for installation costs.

Can I use the grant for Starlink?

Any technology can be eligible if the installed solution is capable of at least 30 Mbps download. Satellite receiver or dish equipment is specifically listed as an eligible equipment example.

Does the grant pay my monthly broadband bill?

No. Monthly subscription fees are listed as ineligible. The grant is aimed at eligible equipment and installation costs.

Can Dyfed CCTV apply for me?

No. Applications cannot be made by a provider on behalf of the applicant. The premises owner makes the application. If you do not own the premises, obtain the owner’s permission before applying.

Can I install first and claim later?

No. Retrospective applications are rejected. You must not instruct the provider or install equipment before the offer has been accepted.

Who can apply for a broadband grant in Wales?

The scheme is for eligible premises in Wales that cannot achieve a minimum 30 Mbps download speed through any available provider and meet the other scheme conditions.

Can businesses apply?

Yes, if the premises meets the criteria. Businesses must confirm VAT status and VAT registration details where applicable. VAT-registered applicants cannot claim VAT. Business applicants must also meet the scheme’s Minimal Financial Assistance conditions.

Will the grant cover everything?

Not necessarily. Funding is limited to the eligible allowances. You pay any balance outside those limits, plus subscriptions and optional extras.

I already have an offer. What should I do?

Read and accept it through the official portal before instructing installation. Then contact us with your postcode, chosen solution and offer details so we can discuss the installation and quotation.

What if I do not qualify?

You can still ask us for an installation quotation. We will explain the proposed work and costs so you can decide whether to proceed without grant funding.

I have applied but have not heard back. What should I check?

Check your inbox, junk and spam folders, then sign in to the official portal to check the application status. Confirm the application was submitted with the correct contact details. For scheme queries, the ABC Team can be contacted at broadband@gov.wales.

Will faster broadband reach my outbuildings?

A faster incoming connection and good Wi‑Fi coverage are different things. Thick walls, distance and separate buildings can require access points, cabling or a wireless bridge. These should be discussed separately because internal boosters and mesh systems are not covered by ABC.

Who chooses the broadband provider?

You do. Welsh Government does not recommend a particular provider or installer. Check equipment, mounting, monthly costs, contract terms and any contribution you will need to pay before committing.

What documents are needed when claiming?

Claims are made through the ABC portal and include speed test results, the amount being claimed and copies of invoices. Invoices must be itemised so equipment and installation costs are shown separately.

How long do I have to accept the grant offer?

Successful offers must be accepted within 28 calendar days of being made, otherwise the offer is withdrawn.

How quickly must I install and claim?

Installation and the claim must take place within 3 months of accepting the offer. The claim must also be submitted no later than 28 days after the installation is completed.

Can Welsh Government pay my installer directly?

The scheme allows you to request payment direct to your provider, but you should confirm the arrangement with the provider first. If the provider is not already set up on Welsh Government systems, additional setup will be required.
